2020 China Aluminum Week opens in Chongqing

2020 China Aluminum Week, hosted by China Nonferrous Metals Industry Association (CNIA), specially co-hosted by Aluminum Corporation of China (Chinalco) and the People’s Government of Jiulongpo District of Chongqing Municipality, and organized by Beijing Antaike Information Co., Ltd, began in a grand opening ceremony in Chongqing on October 14.

Mr. Ge Honglin, member of the Standing Committee of the CPPCC, Secretary of the Party Committee of CNIA, Mr. Yu Dehui, General Manager and Deputy Party Secretary of Chinalco, Mr. Zheng Xiangdong, Deputy Mayor of the People’s Government of Chongqing Municipality, Mr. Xia Nong, First-Level Inspector of the National Development and Reform Commission (NDRC), Mr. Li Xie, Deputy Director of the Trade Remedy Bureau of the Ministry of Commerce attended the opening ceremony and delivered a speech. Mr. Miles Prosser, Secretary General of International Aluminium Institute, Mr. Ichiro Okamoto, Chairman of Japan Aluminium Association, Mr. Wang Fenghai, General Manager of the Shanghai Futures Exchange addressed through video. Mr. Wen Xianjun, Deputy Chairman of CNIA, chaired the opening ceremony.

Mr. Ge Honglin in his speech pointed out that since this year, according to the acquisition of a series of directives requirements and General Secretary of the CPC Central Committee and the State Council decision deployment, China's aluminum industry promoted pandemic prevention and control and industrial operation, after the impact and test in the first three months, the main production and operation index of the aluminum industry rebounded quarter by quarter, and the overall situation was better than expected. It can be said that China's aluminum enterprises have withstood the test of "two-front combat" and produced a good answer. At the same time, it also shows that under the guidance of a series of correct economic policies of the CPC Central Committee, such as Six Stability, Six Guarantees and Double Cycle, the Chinese economy has maintained an attractive consumer market and maintained a stable momentum of development. However, while affirming the achievements, China's aluminum industry should not be arrogant and impetuous, down-to-earth, and continue to study new situations and solve new problems.

Mr. Ge Honglin put forward three suggestions on how to develop the aluminum industry. First, take a good Double Cycle road. To get a good internal circulation is to constantly explore new application fields of aluminum products, constantly expand the range of applications, constantly expand the market segment demand, and promote the smooth internal circulation by expanding the market potential. A good external circulation means that we should adhere to reform and opening up, actively respond to the One Belt And One Road initiative, and actively participate in the development of global aluminum resources and reshaping of the industry while stabilizing the basic export market, so as to ensure the safety and smooth supply of resources while benefiting the livelihood of the countries where the resources are located. In addition, in dealing with international trade frictions, enterprises should play the role of a team in a community of shared future, dare to deal with, according to the law, should be right, rigorous response.

Second, we will take a good road to reform the industry. In the past few years, under the decisions and arrangements of the CPC Central Committee and the State Council, China's aluminum industry has launched special actions to clean up and rectify illegal projects in the aluminum smelting industry with unprecedented strength, built a "ceiling" for aluminum smelting capacity, effectively improved market supply, and become a successful model of China's supply-side structural reform. Next, the aluminum industry should cherish and consolidate the hard-won achievements, at the same time, absorb the experience and lessons of the aluminum smelting industry, strengthen early warning, take precautions, maintain rational investment behavior, and guard against various risks in other subdivided fields such as alumina and aluminum fabrication.

Third, we need to take a path driven by innovation. General Secretary Xi attaches great importance to scientific and technological innovation. In recent years, General Secretary Xi has visited China's non-ferrous enterprises in person for many times, with special concern for their scientific and technological innovation. In a new era of China's economy turning to high quality development from rapid growth, China's aluminum industry should put scientific and technological innovation as the important position, the enterprise should not only solve the problem of their own personality, also want to work together to solve common problem, for example, process reengineering, environmental protection and treatment, intelligent manufacturing, strive to promote green low carbon development, strive to improve product quality and cost performance, strive to meet the high-end individual needs.

Mr. Yu Dehui said in his speech that to consolidate the good momentum of the current aluminum industry and ensure the steady and healthy development of the industry, it is necessary for industry colleagues to work together and make joint efforts to write a new chapter of high-quality development of the aluminum industry.

First, based on adjustment and optimization, integration to boost the domestic cycle, in the face of the new development pattern, the aluminum industry plays a huge role in expanding domestic demand, promoting consumption and increasing employment. Therefore, the key is to make adjustment and optimization, accelerate layout optimization and adjustment, strengthen and grow the traditional industrial chain, and lead the new consumption demand through innovation

Second, we need to adhere to openness and integration and advance the international cycle in a coordinated way. Facing the current global economy deep adjustment, protectionism, unilateralism, countercurrent of economic globalization, international economic exchange and interaction is still the objective requirement of world economic development, to adhere to the strategy of opening up and cooperation, improving the ability of international market development, making up shortage, creating and building advantage points, cross-border integration, to promote international competitiveness in the systemic circulation.

Third, adhere to mutual benefit and win-win, and work together to build a new aluminum ecosystem. To achieve high-quality development of the aluminum industry, we must deepen reform, strengthen cooperation and achieve win-win results, promote better connectivity between domestic and international markets, and jointly build an open, innovative and inclusive aluminum new ecosystem.

Mr. Xia Nong pointed out in his speech that the National Development and Reform Commission has always attached great importance to the development of the aluminum industry. From the aspects of industrial policies and planning guidelines, it has continuously strengthened macro-guidance on the transformation and restructuring of the aluminum industry, continuously promoted the supply-side structural reform, and promoted the improvement of the quality and efficiency of industrial development. Since the beginning of this year, the overall operation situation of the aluminum industry has gradually improved, achieving year-on-year growth in sales revenue and profits of the aluminum industry. However, it should be noted that the industry still faces complex and severe situations and challenges. Therefore, for the development of aluminum industry, one is to adapt to the new situation to seize new opportunities, new development concept, focus on major projects, new urbanization and new infrastructure construction needs, increase the supply of high quality, expand the application of aluminum consumption power formed by domestic large cycle as the main body, domestic and international dual cycle that promotes the development of new pattern.

The second is to insist on deepening the reform of supply side structural, strong high quality development direction is not shaken, accelerate transformation of the mode of development, optimize the industrial structure, transform growth, rein aluminum new capacity, promote the building of industry intelligent, digital, improve the quality of aluminum products and stability, enhance the level of industry development and benefits.

Third, we need to further strengthen international cooperation, jointly maintain the stability of industrial chain supply, create a favorable global environment for development, and jointly participate in building a new pattern of development.

Mr. Li Xie made an analysis on the current trade situation and industrial development. He said that encountering trade situation is an accompanying phenomenon in the process of industrial development and a barometer of industrial development vitality. Under such circumstances, in the face of trade frictions, we must keep an even mind, have the mind to accept it, and have the ability to deal with it. At the same time, trade frictions arise in the course of industrial development and ultimately need to be resolved through high-quality development. Therefore, enterprises should do addition and subtraction, improve the added value of products, enhance user viscosity, in order to deal with trade friction. In addition, in-depth exchanges and cooperation are of great importance in resolving trade frictions. Economic globalization and win-win cooperation remain the mainstream in today's world. We need to make full use of new technologies and big data, make good use of both domestic and foreign resources and markets, and make the exchanges and cooperation between supply and demand more sustained, deeper, more precise and closer.

Mr. Zheng Xiangdong first welcomed the delegates and briefly introduced the current situation of Chongqing's economic development. Chongqing is the only municipality directly under the Central government in China's central and western regions. Since this year, the central government has decided to strengthen the leading role of Chongqing and Chengdu, making the Chengdu-Chongqing region an important economic center with national influence, a center of scientific and technological innovation, a new highland of reform and opening up, and a place for high-quality living, he said. In the first half of this year, Chongqing's economic development showed a good trend of stabilization and recovery, enhanced resilience and gathering momentum, and achieved a year-on-year growth of 0.8% in the regional GDP.

Since the reform and opening up, Chongqing aluminum industry has developed from scratch, from small to large, from weak to strong, and now has formed the whole industrial chain of alumina, primary aluminum, alloy production and aluminum fabrication, covering the whole series of products of aluminum industry, which not only meet the needs of industry and civil, but also serve the needs of aerospace. With the application of big data, cloud computing and other new-generation intelligent technologies in the aluminum industry, Chongqing has pressed the fast forward button to accelerate the development of the aluminum industry.
